Ingredients:
- 1½ cups bulgur
- 5 cloves garlic, minced
- 1 teaspoon black pepper
- 1 teaspoon dried mint
- 2½ teaspoons salt
- ½ medium red bell pepper, finely chopped
- 1½ kg minced meat
- 3 teaspoons olive oil
For the Potatoes and Vegetables:
- 4 medium-sized potatoes, sliced into rounds
- 3 large onions, thinly sliced
- 3 medium tomatoes, thinly sliced
- 2 green peppers, chopped
- 1 medium red bell pepper, thinly sliced
- 1½ teaspoons salt
- ½ teaspoon black pepper
- ¾ cup olive oil
- 1½ cups water
For Garnishing:
- Chopped parsley
How to Prepare Kofta with Bulgur:
Prepare the Bulgur: Use any preferred type of bulgur. Soak it in water for a few minutes until it doubles in size, then drain.
Prepare the Tray: In a bowl, grind the sweet red pepper with minced garlic, add the spices, salt, dried mint, and black pepper. Mix with olive oil until combined, then place the mixture in the tray.
Combine with Meat and Bulgur: Add the soaked bulgur to the tray, followed by the minced meat, and drizzle with more olive oil. Mix well.
Layer the Vegetables: Arrange the potato slices in the tray, followed by the red bell pepper, onion slices, tomato rounds, and chopped green pepper. Sprinkle with salt, black pepper, and a little olive oil. Toss the vegetables together and set aside.
Shape the Kofta: Knead the bulgur mixture with the meat thoroughly, then shape it into kofta fingers or any preferred shape. Place the kofta pieces around the tray over the vegetables.
Add Water and Bake: Pour 1½ cups of water and ¼ cup olive oil over the tray. Cover with aluminum foil and bake in a preheated oven at 200°C (392°F) for about 30 minutes.
Broil the Top: Remove the foil and broil the top of the kofta until it turns a beautiful golden color.
